How about a Class VII C u-boat? It has torpedos in five tubes, a 8,8cm deck gun and a 3,7cm aa gun.
Probably easier to just use a small fleet of torpedo speed boats since its way cheaper and esch one can carry 4 torps.
A few maiale marino would be cheaper and just as effective
