He is saying that part of the Presidential Records Act, specifically 44 USC 2205(3), which asserts that “Presidential records of a former President shall be available to such former President or the former President’s designated representative.” means that he was entitled to hold onto those records.
That doesn’t mean, however, that he never had to turn them over in the first place.
It also doesn’t mean that he could ignore a court order to hand the records over or lie about having alread turned over all of them.
It does mean he could have requested some of them from his archives, IF he followed the procedures for handling classified and secret documents.
