I assume they do not have money to buy phones there. Or… is it actually that key difference between these countries: The types of cars and generally the infrastructure around pedestrians?

Of course that must be the issue, and only in the USA, not in Germany or the UK. I assume they do not have money to buy phones there.

if only things could cause/be caused by multiple factors at once…
