I have followed football my whole life and never heard this term? Is it an American thing?

As an American, I haven’t heard of this term before, so it isn’t an American thing
I know the term from American Football (non-soccer). Usually is a foul since your going in and possibly taking out the knees. For PL Football, I would need a little more for context, IE is this the person on the ground behind the wall?
That’s known as the draught excluder.
It is new and I also just noticed it a few months ago. People acting like it’s been prominent for a long time are deceiving you or themselves.
