AFAIK it goes to both. However as far as I understand the whole situation the Devs get a massive payout if the game reaches a set number of purchases during early access. The amount is so high that the publisher fears that publishing the game is going to be a net negative for them (the publisher). This is why the publisher has tried everything legal and supposedly illegal to get out of paying this bonus.
So in short: The money goes to both but if you want to screw the publisher buy it during early access.


I think similar how the EU adopted the USB-C as mandatory standard for charging, it should force other industries, including software vendors, to follow commonly defined standards.
In case of browsers that is Chrome using it’s de facto monopoly to force other browser to rush to catch up with their custom crap. No need to panic. The virus is rarely transmitted from human to human or via air.
Cruise ships are a hot bed for diseases though: Many people in a confined space going to places with diseases that their body has no resistance against. So your best protection is simply not going near the ship.
On the topic of staff escaping: Given that the ship hasn’t been able to dock so far I highly doubt that’s true.
