MILWAUKEE – Gov. Brian Kemp declared Donald Trump the “loser” of the first Republican debate in Milwaukee because he boycotted the two-hour showdown, saying the former president’s strategy reminds him of the epic collapse of the Atlanta Falcons in the 2017 Super Bowl.
