The free market, in this case, only allows gas stations to compete with each other; in that vein, sales tax like the one at issue here acts as a dampener on the market, primarily impacting the poor.
The overall price of gas is largely driven by an oligopoly called OPEC, not a free market, and of course Kemp is a Republican, which means, among other things, he can ordinarily be counted on to oppose capitalism.
