Developer interest in Atlanta’s southern suburbs is showing few signs of abating.

A more than $200-million, mixed-use venture called Sandtown Village has officially entered the pipeline in South Fulton County, roughly 15 miles southwest of downtown Atlanta. Spearheading the project is Hutch Development, a multifamily builder focused on Southeast and Mid-Atlantic states.

Develop Fulton’s Board of Directors today unanimously approved a $149-million inducement for the development team. Develop Fulton (formerly Development Authority of Fulton County) officials say the tax incentive for the “major mixed-use project” will spur growth opportunities and investment in the Campbellton Road corridor, a section of the OTP metro where several developers are making significant bets.

Asked for specifics on the developer incentive in question, a Develop Fulton representative relayed via email today: “Develop Fulton approved the letter of inducement for a standard tax incentive, which is the first step of [the agency’s] two-step approval process… To be more specific, it could advance to a standard 10-year property tax incentive.”

The 5746 Campbellton Road site is situated at a crossroads in the Sandtown community near Fulton Industrial Boulevard, about five miles outside the Interstate 285 Perimeter. City of South Fulton leadership previously approved the project unanimously.

Sandtown Village plans call for 288 apartments and up to 120,000 square feet of retail or commercial space. A section not covered by the tax incentive would see 74 single-family homes and 58 townhomes built, for an additional $60 million in investment, per Develop Fulton.

The agency described the project as “another significant step forward in expanding South Fulton’s housing, commercial, and recreational landscape.”

Elsewhere, more than 10 acres would be dedicated to boardwalks, nature trails, and greenspace featuring wetlands, according to Develop Fulton officials.

Infrastructure and environment upgrades for Sandtown Village include $7 million in roadway enhancements, including a multi-lane roundabout that’s been approved by the Georgia Regional Transportation Authority. Another $5.5 million will be spent on greenspace and natural amenities.

When finished, Sandtown Village is expected to generate 366 full-time jobs and 191 part-time jobs. Roughly 1,800 construction jobs will be required to build it, per Develop Fulton.

According to Develop Fulton’s tabulations, the project will generate more than $16.5 million annually over the course of the incentive period. Today, the site brings in about $18,200 in tax revenue, per the agency.

“Sandtown Village marks a significant investment that will strengthen this particular corridor,” said Kwanza Hall, Develop Fulton chairman, in an announcement. “[It’s] a place where residents can live, work, and thrive while enjoying quality, thoughtful, and intentional design elements.”

Sandtown Village joins other large-scale developments unveiled for the same section of the metro the past couple of years.

Others include Cedar Grove Village (67 acres) by Merrill Trust Group, developer and owner of the Foxhall Resort & Residences in nearby Douglas County. And more recently, Arizona-based Walton Global revealed plans in 2024 for a massive, 327-acre project called Cascade that could eventually see 600 residences built near the southwestern tip of Fulton County.

Even Portman, one of Atlanta’s most seasoned urban developers, is branching out to South Fulton. In July, Portman officials announced plans to deliver a walkable project called Meadow Glen Village in Fairburn in the summer of 2027.
