    But the New Georgia Project faced additional headwinds, with questions about leadership and spending dragging on donations. The Georgia Ethics Commission levied a record-breaking $300,000 fine against the groups in January after finding they did illegal election work and fundraising for Abrams in 2018 by failing to register as an independent campaign committee before taking contributions and failing to file campaign finance reports of contributions and spending. The fine was followed by multiple rounds of layoffs, including of some employees who said they were targeted for trying to unionize.
