This shows how unfair the world of football is, Everton are a poor smaller club so the FA can punch down on them as they please. Whereas the top clubs are given special treatment and allowed to bend the rules, can hire the best lawyers and being state owned gives them unlimited power
Chelsea and City should both lose all titles they’ve won since 2004. Both should be relegated to League 2 and have a three year transfer ban. Both should be given a choice of a £500m fine or alternatively a state sanctioned forced sale to a none corrupt/state backed buyer.
Newcastle AFAIK haven’t broken any rules (yet) so their only punishment should be an immediate state sanctioned sale of the club to someone that isn’t morally and financially corrupt and not a nation state.
This is genuinely the only logical answer and I think it’s the solution all football fans want but are too scared to ask for.
