    That was the concern cool headed ppl had, when they warned terrorists should not have special extra laws, but regular laws like murder or possession of destructive devices should be enough to go after them.

    The term, origninally meant to describe ppl instilling terror to manipulate others, was already vague and has been diluted even more over the years.
