Images: Growth spurt bound for dynamic Cumming City Center Josh GreenWed, 02/04/2026 - 14:17Three years ago, Cumming succeeded in delivering a mixed-use city center that stands out among metro Atlanta’s many historic and made-from-scratch suburban downtowns. Now, they plan to add more people. Potentially hundreds of them. Experienced intown builder Toro Development Company today announced plans to build the first multifamily component within Cumming City Center, a 301-apartment venture called Overlook. According to TDC officials, the closing on Overlook’s land in Cumming and project financing are complete, and construction is scheduled to begin this month. The developer’s goal is to seamlessly weave the apartments into the 95-acre district’s surrounding mixed-use sections (renderings show a partially brick façade, overlooking the 18-hole PuttTek mini-golf course) while injecting the area with hundreds of new residents, per TDC officials. How the 301-unit Overlook apartments (top left) are planned to fit into the broader 95-acre mixed-use district. Courtesy of Toro Development CompanyAmenities at Overlook will include a “sky lounge,” micro-offices for working onsite, a dog park, a resort-style pool, a fitness center, and social courtyard spaces, among other perks, per TDC. “Our mixed-use and multifamily experience consistently proves that feet on the street drives the success of other uses,” John Kelley, TDC’s chief development officer, said in an announcement. “Overlook will harness the existing energy at Cumming City Center, while also powering the continued momentum of the overall mixed-use community.”The first units are expected to deliver in fall 2027. Planned Overlook facade at Cumming City Center. Toro Development Company; designs, Dwell Design StudioTDC is led by Mark Toro, a veteran real estate developer and former North American Properties executive whose past work includes a revamp of Atlantic Station and development of Avalon, along with three apartment communities off the Atlanta Beltline’s most popular section, the Eastside Trail. Another planned Beltline development from TDC in Reynoldstown failed to come together; the land was sold off two years ago and remains vacant today. Also in the northern suburbs, where TDC’s focus has shifted lately, the company is building the multifaceted, $560-million Medley project in Johns Creek, which is scheduled to open its first phase in late October.
