Only around 6 / 1,000 shots in the premier league create XG higher than a penalty (so Arsenal had 3/4). And the majority of fouls that lead to a penalty have less than a 10% chance of leading to a goal (including way too many non-deliberate handballs)

Penalties have actually been getting easier with VAR ensuring keepers stay on their lines and the new rules stopping the keepers distracting the taker.

I think it would make the game fairer and more exiting if penalties weren’t an almost guaranteed goal. So I came up with some ideas to reduce the impact of penalties:

- Require the fouled player to take the penalty.

- Offer indirect free kicks for non-deliberate handballs.

- Prohibit stuttered run-ups, making the kicker’s approach more predictable for goalkeepers.

- Move the penalty spot back.

- Use VAR to penalise diving more harshly

    Requiring a fouled player to take the penalty sounds good, but what about hand balls? Nobody’s been fouled. Maybe whoever kicked it last?

    I like the IDFK idea, it converts a lot of “I can’t believe that’s a penalty” situations into something more appropriate.

    I don’t think we can move the spot back, it’s too ingrained in tradition. Also you’d have to move it a fair bit for it to make a difference.

    Stuttered runs, I think do whatever you want mate, it’s your penalty. Perhaps put a timer on the kick, but for me it’s not a big deal.

    There should also be a rule that stopping a clear goal scoring opportunity leads to a penalty, wherever it happened. Guy who springs the offside trap but gets flattened before reaching the box has been robbed.

    Perhaps there should be an intermediate penalty such as the MLS penalties. Obvious goal scoring opportunity -> penalty as normal. Someone grazed the ball with his hand while facing away -> MLS penalty.

      In hockey, “own goals” are just credited to the last offensive player that touched the puck so you could use similar rules to determine who takes the penalty in those weird situations
