I think you are wrong about it only moving the boundary for offside. This will allow much more wiggle room. Players are today punished if they react one 100th of a second too soon, but with the new rule you won’t see players standing with only their toenail onside - it’s not practical.

It has to do with how a player runs, physically. A foot will still be left for a little while, while the rest of the body starts the run.
