Personally, my belief is that owners should have to put up the fees/guarantee things like transfer fees on the spot, ala put $100 million for a player in a special account, so that the argument of “spending beyond your means” doesn’t happen because you have to prove you have the means to amortize on the spot before buying the player
Ownership Investment shouldn’t be determining factor in this though. We shouldn’t be reliant on outsiders propping up our clubs, they need to be sustainable in their own right.
Clubs need to create and sustain legitimate revenue streams and that is where the majority of transfers should be coming from. Extra OI should be a flat cap across the league so that Bournemouth’s owners could personally spend the same as City’s owners of say £50m per year. The real issue is the creation of false sponsorships, above market value, that are essentially ownership investment in disguise.

New owners have to report potential breaches of the law, or they could be liable. Fault lies with the FA that judged Roman fit and proper to own Chelsea in the first place.
Example of how this directly affected competition is the Willian transfer, he was all set to sign for Tottenham but abramovich essentially paid his agent a massive bung for him to dump spurs and sign with Chelsea. If Chelsea were ran off their own steam, like a proper football club, they wouldn’t even be in the conversation in the first place.
