Chelsea is difficult as it’s a different ownership and the premier league facilitated its sale heavily. It would have to involve the premier league openly admitting it made a mistake, which is never going to happen haha
It’s not difficult, the new owners bought Chelsea including it’s trophy wins and it’s skeletons
They will/should be punished in exactly the same was as though the new owners committed any infringement they are found guilty of
