When describing the boot process, bios. When configuring some CPU or memory setting, bios. When talking about some specific boot menu config, uefi.

I mean, very technically speaking, it’s a set of standards for booting and it doesn’t give a shit how platform init is implemented. “a UEFI” usually means the whole thing, so yes. Usually.
